Recommendations to the EMS Advisory Council Education Subcommittee for the Writing of the RFP for the EMT and Paramedic Certification Exam

The expectation of EMS consumers is that every EMT and paramedic must possess a minimum level of knowledge within their discipline. FAEMSE recognizes that the current examination process is the sole, objective measurement of each candidate's knowledge prior to certification.

FAEMSE believes that the EMS educational and oversight communities should maintain and support a valid process to assure consumers that each entry-level provider has attained minimum academic standards. This can be accomplished by enhancing several aspects of the examination process. Recommendations for enhancement include:

  • Utilize a non-compensatory examination process. Candidates must attain a minimum score of 80 percent in each category and an aggregate score of 80 percent. It is understood that the total number of candidates, who will successfully complete the examination process on the first attempt, will drop significantly initially.

  • Publish and make available to each training center, monthly summaries of each examination. The report shall contain the mean score, standard deviation, and ranges for each category as well as aggregately.

  • Utilize a job practice analysis to establish the domain content for the EMT and paramedic certification examination. An independent psycometrician consultant should be contracted to evaluate the efficacy of the existing practice analysis published by the National Registry of EMTs. If determined to be efficacious, the contractor should be required to utilize the job practice. Deficiencies in the job analysis should be evaluated to determine their impact on the overall tool. In the event that the existing job analysis is determined to be unusable, then the contractor should perform a new analysis.

  • Add a representative from the National Association of EMS Educators (NAEMSE) to the item writing committee. The executive committee of NAEMSE should have overall authority to appoint a representative from its membership.
